If I understand correctly the rumors that I have been hearing and read things properly then it might be possible that the PCCP are using diviners in order to track criminals. If this is correct we could be seeing a drop in our ability to operate especially without some form of magician.

Just check out their statements in the news how else could these people be getting that kind of information. Oh, and if you ever have a chance to be snooping around their works check out a file labeled b-12g45.
